Content creation is the cornerstone of any website. Particularly for local businesses serving a geographical area around a major center. To gain ranking traction, you need 20-50 or more web pages blanketing the cities and towns in the target service area, which hopefully, is located around a major center.
The reason is simple. Google and all search engines rank and show web PAGES and not "websites" in the SERPS.
Therefore, the "best" search result for any searcher, is the web page that reflects the city/town closest to where the searcher is located, as determined by their IP/GPS location. This is what is most "local" to them.

In most cases, as we've seen ourselves many thousands of times over, outlying cities often rank purely based on content. Also, if you do any link building, then targeting the outlying areas is much more effective, since it'll "pull up" the major center. We've seen this repeatedly.

The more clicks you force your visitor to make, the more business you'll lose. If they're forced to click on "pricing", then on "services", then on "contact us", then you'll lose 50% of conversions.

Try the same search. You'll see HomeAdvisor, Yelp, Manta, Porch, NextDoor, etc. in the results, all hogging the first page. Try doing the search for different cities and towns and for different services.
They have the content and the means to create a vast number of pages, ranking everywhere, leaving the local SEOs bombarding their sites with links to the main city. But it's too much work and too expensive for any of us regular folks. You can do it another way. The Spindlie way.
